Ira Levy

Executive Director

Ira Levy is the executive director of the Administrative Modernization Program at The University of Maryland, College Park and was named to that position January of 2019. In this role, Ira focuses on campus-wide projects that transform the operational aspects of how UMD conducts business.  

Previously, Mr. Levy led Affiniti LLC as the COO through a transformation from a national telecommunications service provider to a full-service managed services company, including the integration of multiple acquired providers.  

Prior to Affiniti, Ira, served as the Chief Information and Performance Officer for Howard County Government where he led the deployment of the One Maryland- Inter-County Broadband Network (ICBN). For these efforts, he was recognized as a Daily Record 40 under 40, the 2012 HTC Technology Advocate of the Year, and as a Public Sector CIO of the Year finalist by The Tech Council of Maryland.  Mr. Levy lead the creation of a 10-jurisdiction consortium (ICBN), which received a $115 million federal BTOP grant, the third largest nationally.  For this, Mr. Levy was personally recognized as a White House Champion of Change.  Mr. Levy was named Smart CIO by SmartCEO Magazine in 2009 for his efforts to forge new partnerships with colleges, school systems, and library systems in order to achieve significant cost savings and innovative solutions to regional problems.

He also actively participates with numerous associations including: The Center for Broadband Innovation, NACO, NATOA’s CIO Advisory Council, Digital Governing Communities, past Chair of Regional Fiber deployment committee, the Howard County Public School System Technology Vision committee, founding board member of the Howard County Tech Council, and the Howard Community College Commission for the Future.

In addition to a Master of Arts in Education from the University of Central Florida, Mr. Levy holds a Master of Science degree in Information & Telecommunication Systems and a Master of Business Administration, both from Johns Hopkins University. He also holds certifications as a PMP, CISSP and C|EH.
